I maintain linphone on OBS here:

https://build.opensuse.org/project/monitor/home:frispete:telephony

As long as you don't plan to use the 13.2 packages (which depend on a current ffmpeg 
build elsewhere...), and if you consider to trust me, go ahead and give it a shot. I would be 
glad to get some feedback..

BTW: building the new Qt based version of linphone is on my todo list.
