[packman] xlocale.h problems in kodi.binary-addons (was: Re: Kodi 17.4 - any chance to submit it to Multimedia?)

Sorry, I was away for the last 3 weeks.
Thanks you for stepping in and helping fixing this issue.

I noticed that Olaf already accepted the request and Kodi,
Kodi.binary-addons for 17.4 from my repo were build successfully.
Will submit a request later, after it will get built with my latest changes.
