As a non tumbleweed user (yes, this mail list also has plain users :-) )
 I want to see packages that openSUSE can not or does not distribute,
but I also want recent versions of same, which is something packman has
done over the years.

Perhaps you should consider different policies for Leap than for
Tumbleweed in packman.
