[packman] Please build phonon-backend-vlc package

Hi,

please build phonon-backend-vlc package (source is
https://build.opensuse.org/package/show?project=openSUSE%3AFactory&package=phonon-backend-vlc
) in PackMan repository, because mismatch of vlc and phonon-backend-vlc
versions (that come from different repositories) will lead to crash. See:

and many duplicates of it.
