[packman] FFmpeg: vo-aacenc is superfluous

Since FFmpeg’s built-in AAC encoder no longer sucks (it’s quite good in fact),
IMO vo-aacenc can be disabled, as it is a much worse encoder and I don’t see 
any reason to prefer it.
