[packman] "Connection refused" on pmbs interface

Wow, that sounds like a pain to track down. I am sorry it took so
long, but I appreciate you spending the time to resolve it.

I went ahead and finish the update to obs-studio for 0.12.0 since you
unblocked me and everything seems to be working.
