Good question, we had a long discussion in the past on the list here. 
The law is clear and I think it was agreement, not to endanger packman 
for a single package.
Before PMBS I've provided libdvdcss as NoSource-RPM without the binary 
packages and gave everyone advices to build it by PM (my own risk, not 
the one of the packman project), who asked me. It's no longer possible 
to add manual package entries into the packman site, so it's removed.
I don't know who decided to add aircrack-ng to the repository, but I'm 
not happy about the decission. I would remove it.
