[packman] timeout for emulated ARM too low

Yes, I know. I reported it to opensuse-buildservice ML some times ago.

The workarounds I got are either build on powerful workers, or remove Texinfo/makeinfo from BuildRequires.

If you have better solutions, please share. :)
