The issue it totally broken bino package:  
https://pmbs.links2linux.de/package/show?package=bino&project=Multimedia
There are no rpm built for openSUSE 13.1 you really use and package from  
openSUSE 12.3 doesn't suit. Please submit an issue to packman bug tracker.  
I'll mail to package contributers.
