[packman] Missing debuginfo/debugsource package

This might be a remnant of our "restart" with the new PMBS, the
debuginfo flag was just not set in the projects.

I have enabled building debuginfo packages, wheneven a pacakge is
rebuilt, the debuginfo packages are created.
