[packman] Short PMBS downtime - update to 2.4.5

Hi all,

sorry for the short notice:
I will stop PMBS now, make a backup and snapshot, do the update to OBS
2.4.5, and (hopefully) start up everything again.

The update should fix the problems we have in Essentials for the 13.1
builds - there are macro sorting issues.

Should the update fail, I will return to the current state, so please
do not make changes until I report back here, changes might be lost!
