[packman] New package for Games: ppsspp

Hi, mates,

This is a Sony PSP emulator.

It's written by C++, so it's a lot more faster than the previous Java one JPCSP.

You just need to install this package, and find PSP games on line.
Then start playing them (It don't even require a Xbox-360 gamepad!)


It uses FFMpeg for audio/video, so I submit here to our Packman Games
repository.
