[packman] PMBS refused to build

Hi, listmates,

Anyone familiar with OBS?

I updated HandBrake to upstream 0.9.8 release and built it
successfully both in a OBS Local VM and PMBS Local VM.

But at the server side there're a few problems:

1. At first, it ignores the -rpmlint file and refuse to generate rpm

2. One day later, it refuses to build at all. If you trigger it, it
just shows build finished and failed, but no logs available.

This update can fix PM-53: HandBrake-unstable-gtk exit on opening
H264/avc videos
