[packman] osc and sslcertck

With osc 0.133.90.git.1330080558-310.1, the sslcertck=0 is not
needed any more to access the Packman API.
(it's the osc package from the repo
"openSUSE:Tools:Unstable/osc")

Ludwig did a bugfix in osc:
https://github.com/openSUSE/osc/commit/0f2e8e257d3f298dc034b212267bbb5ba04d2430

Could all the packagers please remove their sslcertck=0 in
~/.oscrc ?
