[packman] Reduced workers

For a couple of hours, we are down to two worker hosts.
Ava|lon has to do some maintenance work on balders, gefjon, nott
and thursen, so there is only pmbs and eckhaus left.

That is only for a couple of hours, will notify when they're all
back up.

NB: to packagers: don't push big packages right now, will take
eternity :)
