[packman] osc whatdependson

Now that we migrated to OBS 2.x, there is a *very* useful
command in osc that finally works for us too: osc whatdependson

Example:
$ osc -Apm whatdependson Essentials libcaca openSUSE_11.4 x86_64
libcaca :
   MPlayer
   gstreamer010-plugins-good
   old-gstreamer010-plugins-good
   vlc
   xine-lib

Note that "libcaca" in this example is an *OBS* package name, not an "RPM"
package name.
