[packman] Please build ffmpeg with vaapi support

Hello, there have been other emails to the list asking for this, could
you please build ffmpeg with vaapi support enabled? Just adding a
BuildRequires: libva-devel in ffmpeg.spec will do the trick as ffmpeg
will detect this library during configure and will automatically enable
it. This will automatically make sure that vlc is able to use vaapi too
on platforms where the backend driver is present.
