[packman] [PM] python-sqlalchemy 0.3.11 (openSUSE 10.3/i586)

Hello,

(after building the latest versions from source)
I'm looking for a OpenSUSE 10.3 rpm
for SQLalchemy version 0.4.4 (or at least a 0.4.x version).
The PackMan repository offers a 0.3.11 version rpm and
lists your email address as contact...
(http://packman.links2linux.de/package/python-sqlalchemy)

Is there a documentation available about how to create
such a rpm and are there any specs available from the 0.3.11 version rpm,
which could be a good starting point to create such a
python-sqlalchemy-0.4.4 rpm?
